Setting up an account with the Franchise Tax Board (FTB) in California allows you to electronically file Form 592 through the SWIFT system. Here’s how to complete the process.
Step 1: Request Login Credentials
Send an email to wscs.swift@ftb.ca.gov to request a login name and temporary password for the FTB SWIFT System. In your request, include:

-
Primary contact name
-
Phone number
Step 2: Receive Login Information
Within a few days, you’ll receive two emails from the FTB. One will contain your login name, and the other will provide a temporary password.

Step 3: Create Your Password
After logging in, you’ll be prompted to create your own password. The password must:

Be at least six characters long

Contain at least one number

Use only letters and numbers (no commas, periods, or symbols)
You must change your password once a year, but you can also update it anytime using the Password Change feature.
Step 4: File Form 592 Electronically
Once your account is active, you’ll be ready to electronically file Form 592 within a week. After logging in, you’ll see two subscription folders:

ToFTB – Upload files for the FTB to process

FromFTB – Download files placed there by the FTB
Make sure to prepare your files in the required 1023S CSV format before uploading.
Step 5: Upload Files Correctly
The SWIFT system has a setting for file types: Set ASCII or Set Binary.

If you see “Set Binary,” SWIFT expects a binary file.

If you see “Set ASCII,” SWIFT expects a text or CSV file.
Most filers should use Set ASCII since Form 592 files are CSV. There’s no need to zip the file unless you’re handling very large submissions.
